STOCKLINE LESSONS MUST BE LEARNT
HEALTH AND SAFETY EXECUTIVE ROLE MUST BE REVIEWED
SNP MSP Bob Doris has today said the lessons of the Stockline Inquiry must be thoroughly learnt as failings in the Health and Safety Executive, alongside those of ICL plastics in the handling and control of LPG, were identified as factors in the 2004 explosion.
The report states;
· the Inquiry has identified serious weaknesses in the existing health & safety regime arising from the complexity of the legislation and a lack of effective communication between HSE, UKLPG, suppliers and users on safety issues
· deficiencies in HSE’s oversight of ICL in failing to appreciate the significance of buried pipework, failing to pursue follow up visits promptly and lacking caution in the acceptance of a compromise put forward in respect of a recommendation it made that the buried pipework be excavated to ascertain its condition.
In addition the report summary also states;
“Nearly five years after the explosion HSE has not produced a coherent action plan to deal with underground metallic pipework and the risk of a recurrence.”
Welcoming Lord Gill’s report Glasgow MSP Bob Doris said;
“Five years on from the Stockline tragedy Lord Gill’s inquiry addresses many of the concerns of those involved and the commitment of the Scottish and UK Government to see the recommendations implemented is welcome.
“It is vital the public can have confidence in the organisation supposed to ensure their safety. This report raises real concerns over the role of the Health and Safety Executive and its ability to effectively monitor and implement safety procedures.
“The role of the Health and Safety Executive and its functions must now be thoroughly considered.”
“I sincerely hope this report answers any questions those affected by the tragedy have over what happened in May 2004.”
