BROWN’S “BARMY” GOVERNMENT HAMMERED IN INTERNAL REPORT

The Prime Minister Gordon Brown has been heavily criticised by his own civil servants in a report to made public tomorrow (Monday). The report, based on experiences by 60 senior civil servants, reveals the bizarre working environment of Brown’s Government, tells of dysfunctional relationship with the Treasury and ‘barmy’, knee-jerk decisions made daily by Downing Street.

Commenting, Angus Robertson MP said:

“This is very embarrassing for Brown. The report is based on those who work with him on a day-to-day basis and who know the inner-workings of the Labour administration best, and their conclusions will be received by the electorate with nothing but horror.

“The people of Scotland lost trust in the Labour party years ago, it seems now that they do not even trust each other in Downing Street.”

The report, Shaping Up: A Whitehall for the Future, was overseen by Sir Michael Bichard, a former permanent secretary, and will be published tomorrow.

Some of the startlingly frank observations by civil servants include:

- Downing Street lacks a coherent strategy and is reduced to issuing barmy ideas as it squabbles with the Treasury. Giving No 10 greater powers would inflict only more harm on the country.

- Ministers have lost their grip: The machine is starting to pull away from them. There is a sense that you are at the end of an era.

- The Treasury has given up on its duty to control public spending because it has been hijacked and turned into a social policy department, a welfare department, a reducing international debt department, an everything-under-the-sun department.
